WELLINGTON, This Day. Regulations have been brought down providing for the issue of a primarj'scbool certificate which will take the place of the old proficiency certificate, which was abolished by tbe legislation passed last year. Whereas'a pupil was reqmred to pass an examination to obtain a proficiency certificate, all that js now necessary to aualify for a primary-school certificate is that a pupil must complete the course for form 11. The. certificate must be awarded to pupils in public schools, registered privatc schools, .the oorrespondeuce school of .the Education Department, an intermediate school, and native schools. The certificate may be issued by the Director of Education >r senior inspector of schools to a candidate who, although not a pupil of a school, shows that he possesses sufficient qualification. Pupils who complete the education course up to form I. will receive a certificate of school attainment. This certificate may also be awarded to any person who last attended a schoo] outside New Zealand, and who shows that he possesses sufficient. qualification.
