The Scottish Council of tho Labour Party has issued a oianifesto calling on .all br&nches of Labour to express abhorrence at Japan's brutal and unprovoked attacks on Chinese civiliaus. The manifesto urges the British Government to propose to the League the enforcemeut of an immediate ^diplomatic, econofic and social boycott of Japan by all peace-desiriug countries. Hailing the salutary action of the Sydney Trades Council and the New Zealand waterside workers, the Shoroditch Council abhors tbe cowardly aerial attacks, and brands the Japan•66 milftarists as madmen endangering civilisation, urges a. world-wide boycott of Japanese goods, the embargo including oi! for Japan, and calls upon the British Governmcut to cancel diplomatic relations with "this barbarie Power. ' '
