China states that Kussia ihonld act without delay, as she is a gignatory to the KeRogg Pact. The Spviet Ambassador to Japan, M. Kjjhail Alsvutsky, to-day delivered to Tokio Eussia's determjned protest against the bombardment of Nanking? and against the Japanese reuest fof the avacnation of the Soviet Embaspy. The Soviet again asserts that the Ambassador shall remain, and allota fuil responsibility to Japan for any consequences of ' ' these fillegal aets."
