Japan Does Not Recognise Claims for Damage FRANCE JOINS IN OBJECTION (Received 23, 10.40 a.m.) SHANGHAI, Sept. 22. The Japanese spokesman, in coinmenting on the British and American representations against the bombing of Nanking^ said that the Foreign Office had informed the Ambassadors that tho Japanese attacks wero not intended for non-combatants or meant to infringe the rights of other Powers. Japan did not commit herself to recognition of claims for damage done to foreign proporty. The spokesman went on to allege that a Chinese plot to bomb the foreign ombassies during the Japanese air raids had been discovered. The Chinese comment on this allegation is as follows: "Japan apparently plans to blame China for all her future atrocities. ' ' A Paris message reports that tho French Ambassador to Japan has been instructed to associate France with the British and American protests against the bombing of Nanking.
