Submarine Piracy in Mediterranean (Eeceived 20, 11.50 a.m.) _ HENDAYE, Sept. 19. A eommunique issued from General Frauco's, the Spanish rebel leader's, headquarters at Salamanca accuses Russia of piracy in the Mediterranean. It says that the Salamanca Government has irrefutable proof, which it will eliortly place before tlie Non-In-tervention Committee tbat at least two submarines in the Mediterranean belong to tbe Soviet Fleet,
