LOWER TRADE BARRIERS

Geneva Committee's Report (Eeceived 20, 10.40 a.m.) GENEVA, Sept. 19. The Economie Committee's report urges the reduction of trade barriers and other restrictions, though it does not believe a conference on. international trade would be opportune at present. It* suggests that Governments should make. a joint declaration on the lines of the Trlpartite Agreement of 1936, affirming the common objectives in the matter of trade barriers and setting out the manner in which they propose to proeeed. A memorandum by Mr F. L. MeDougall, published as an appendix, urges that' Governments should- agree to better conditions and remuneration for labour and more extensive social services for the working class, Purchasing power should be increased by keeping retail costs at reasonable levels. If improved standards of living were brougat to tne Far East, that would open np new possibilities of recovery.
