Payment Of Rabbit Inspectors

WAIPAWA, Last Night. The monthly meeting of the Waipawa County Council was held to-day, there being present the chairman (Mr N. M. Paulsen) and Crs. L. Glenny, B. Gray, C. Thomsen, T. Butler, C. Bainbridge, The Hawke's Bay County Council inquired if the council would be prepared to subscribe to the rabbit inspectors in connection with the control of noxious weeds. The cost would be about £90 and the Hawke's Bay county would eontribute £45 and the Patangata and Waipawa counties were asked to eontribute £'22 10/- each. The inspectors were to be paid £10 each. — The chairman pointed out that only two of the inspectors were operating over the Waipawa county and the allocation did not appear to be fair. The matter was deferred- for consideration. The Commissioner of Transport asked if the council would display posters iu connection with Road-Safety Oampaign and asked for sugge&inns. — Cr. Bainbridge said that even if euggestions were made they would probably be over-ridden. A suggestion had been made about the road at Pukehou, but the department had taken no notice of it. The chairman said the circular was very vague and no indication was given as to the inethod of displaying the posters. The department is to t>e advised that the council will co-operat&; in displaying posters directed to all road-users. Commenting on the neea for observance of the regv.lations the chairman pointed out that angle parking in any place was an offence unless the lines were clearly marked. Tho inspectors were beginning to enforce the regulations and. the onus was on the inotorist to lcnow the lhw. lt was also an offence to park one cdr outside another parked parallel with the kerb. This was a very pronounced difficulty in Takapau on sale days and Saturdays. The secretary, Forest Gate Cemetery Trustees, wrote asking for a grant of £15 towards maintenaneo. — A grant of £7 10/-, tho same as last year, was made. All cemetery trust'3 are to be asked lo forward balancc-shects uuiiuully. Pukehou Spced Limit. The Commissioner of Transport commeuted on the speed limit at Pukehou and intimated that he considered n speed limit of 30 miles au hour would bo unreasonable where there were so few houses. Inquiries concerning the accident referred to in the council 's letter of complaint showed that the question of excessive speed did not enter into it as tlie car was trrave'lling at uot more than 20 miles. — Cr. Bainbridge said tlie "populous area" sigus were jilaced ou the Napier side of thc railway station and on the southeru side of tho school. The Automobile Association is to be asked to remove* the sigus. The Waipukurau Okamber of Commerce -tlianked the council for its cfforts to have tho Waipukurau-Onga-onga road declared a main highway. John Winlove and Sons applied for cxemption for the weight of sheep crates ou their trucks. — A letter from Trafiio lnspector Yates stated that the Transport Hoard was deiinitely opposed to auy such allowance being made, and he had been iustructcd to cnforce tho inclusiou of sheep crates in the gross loading of all vchicles operating on State highwaya. The chairman said the matter ivas beforo the Counties Cunfereuce by way of remit. The applicants aro to be advised that if any exemption were granted it could not apply to State highways. Mctalling of Road. Mcssrs B. S. Cook and C. Seversen,Makaretu, asked that the road giving aceess to their properties be metalled. Mr W. Aldrich interviewed the council in support of the applidation. He pointed out that in places the road was positively dangerous and three of the bends needed attention. It was a mud road and required a light coating of metal to give a grip. The ehairman said no .previous application had been made and therefore the matter had not coine before the council.— The matter was left in the hands of Or. Thomson and the engineer with power to act. Mr A. Pattison applied for permission to take a small lead off the Argyll waterrace to water a paddock already included in the rating area. — Referred to the riding members and engineer with power to act. The chairman reported on the Counties Confereneo rccently held at Wellington. It was, he said, yery largely attended by delcgatcs i'rom all parte of Ncvv Zealand. Tho Mhiister of Intornal Affairs made it deJlnitely elear that he iutcndcd to go ahead with tho Amalgamation Bill, and tho eonferiince appointed an amalgafuation eommlttee, with Mr A. E. Jull in an advisofy capacity, to consider the question. Tho committeo recommended a thorough investigation into local government, and that pending such inquiry, the Eill be held in abeyance. Provision was to be made in the Bill that the onus of proof that amalgamation would result in economy and increased efficiency would rest on those who opposed it. This, it was contended, was againsfc British justice. One remit of general interest was tliat dealing with annual statutory meetings, to provido that tho law be Minemled so that such meeting could be held nt tlie first ordinnry meeting. J\lr l'aulscn also referred to the diiliculty some local bodies in tho novtli experienced in rcgard to native ratos. One countv, he said, sent out' demands for £14,000 and the only respon>se was £3 15/-.
