Dartmoor May go in English . Penal Reform (Received 11, 10.40 a.m.) LONDON, Sept. 10. The Daily Herald, the London Labour daily, says that the Government proposes to close Dartmoor and Pentonviile and reform Holloway and other gaols as part of plan for a more humar.e prison system. Sir Samuel Hoar© is at present inspecting prisons and has visited Holloway, where he was shown all tbe departments, particularly the hospital, where there were six newly-born children. The object of the scheme is to cure criminals, not to punish them. It is possible penal servitude may be abaadoned.
