RUBBISH-DUMPING

County Council Complainl To Borough WHO IS RESPONSIBLE? A difference of opinion exists b!etween the Hawke's Bay County Coiincil and the Hastings Borough Council as to who is responsible for the dumping of rubbish in vari,ous places in and around the borough. The matter v?£is ventilated a little at the meeting of the Borough Council last evening when it was decided that the Mayor, Mr. &. A. Maddison,, the chairman of the Works Committee, Cr. P." M. Cohr, aud the borough engineer, Mr C. E.- Evans, confer with the County Council with a view to coming to some amicable agreement. The County Council advised that its sanitary inspector Teports that ^ tra.de wastes from Hastings and the vicinitywere being dumped in the county. Near Pakowhai bridge and the Whakatu stock route there was a great acciumulation of tins and rubbish. The rubbish consisted of all sorts>of iron and, tin ware. and from appearances, quite a qnantity had been dumped by Hastings tradespeople. ' ' There seems to be a lack of dumping places for certain kinds of refu'se, both in Napier and Hastings, and generally the borough dunips will not allow certain trades wastes, such as tins in any qnantity, to be deposited in their dumps and consequcntly unauthorised Jeposits of tins are found in various parts of the county," stated the letter. The borough engineer reported that rubbish of every description was taken at the borough* dumps, the only exceptiona being saw-dust and lish.^ He also stated that large quantities of rubbish was deposited in the borough dump by county residehts, and that there was every possibility that the rubbish complained of by the County Council had been deposited by county residents.
