Rei'erring to the Imperial Conference, und noting that in the mafcter of Empire defence the Dominions insisted on the formal reservation that they should still have the "sole responsibility'' of deciding their own policies, the New York Herald-Tribune states; "lb is paradoxical that, the looser the bouds of union between the Dominions aud Great Britain have become, the stronger has beeoine the solidarity of the Coinmonwealth." Paradoxical indeed it is — but realistieally true. It is the deep devotiou of the peoples of the Dominions to their race and country of origin that hinds and holds them together. Jt defies logio and reasou — but the fact is the best surety fhat there is still great vitality in the Empire. — Halifax (U.S.) Herald.
