(Received 28, 10.30 a.m.) ISTANBUL, Aug. 27. Three Turkish warships are at present patrolling the Sea of Marmora in searoh of a foreign submarine which has been sighted there. Kemal Ataturk has notifled tho Powers that if submarines enter the Straits they will he captured and destroyed if they do not surrender. The raiding submarine is believed to be based on an Italian island, where it is fueled and munitioned. Foreign stcamers in Turkish ports are painting their national colour9 promlnently on the sides, like neutrals in wartiffie. Valencia is permitting Spanish steamers to delay their departure from the Black Sea.
