THE RULE OF LAW

-Presa Association.)

Poor Outiook for Civilisation if it . Fails ISOLATION IS IMP0SSIBLE

(By Teiesraph-

WELLINGTON, Last Night. A civie reception was tendered to-day to Mr Arthur Henderson, the British Paxliamentarian. Besides the Mayor, Mr T. C. A. Hislop, the Minister of Defence, the Hon. F. Jones, extended a welcome. In rcplying, Mr Henderson emphasised the necessity for nations to recognise the rule of law, instead of the rule of force. Unless they did that there would be a very poor outiook for civilisation. The nations of the British CommonwealtJi were bound together by a common King. He could not conceive that it would be possible Jor war to take place between Australia and New Zealand or between New Zealand and the United Kingdom. What a pity they could not have the same thing throughout the whole world. There were some people in New Zealand who took the view that they shoul not worry about what was taking place in Europe, and ,much the same point of view was expressed in the United States of America. That, in his view, was a short-aighted attitude. Modern science had brought the world e'oser together, and it was no use people deludiug themselves into a belief that what took place in one paru of tho world was no concern of th'eirs. Mr Henderson paid a. visit td the State ho-using scheme at Miramar and wa/s a guest of the Governor-Genoral, Viscount Galway, at Government House. • . '
