REFUGEES CANNOT BE SENT TO FRANCE
(Received 17, 8.45 a.m.) SANTANDER, Aug. 16. France's decision not to admit refugees caused eonsternation among the Basque and Santander authorities, because five ships are prepared to take 10.000 refugees who are collected in readiness. The resuruption of bombing makes the evacuation of women and children, an urgent matter.
