SUBMARINE WARFARE: IS ITALY AIDING FRANCO?
(Received 17, 1.30 p.m.) LONDON, Aug. 16. The Daily Herald, the London Labour daily, declares that General Franco, aided by Italy, is waging unrestricted submarine warfare in tho Mediterrancan agaiust merehantmen of all nations. It says that he had only one servicenble submarine early in August, from which it can be deduced that Italian ships and naval bases are lielping him inasmuch as nine vessels fiave been attacked in tho past fortnight.
