VALENCIA, July 29. The Foreign Minister, Senor Giral, told foreign journalists that the Valeucia Government supported -the with' drawal of foreign volunteers, but the present British plau is inadequate as it only provided for the withdrawal of combatants who were subjects of the Governments adhering to the NonIntervention Pact. The Sultan of Moroeco had not signed the pact but the Moors ought to be considered nonSpanish combatants. He vigorously protested against granting the insurgents belligerent rights, decltring that such a step was entirely unacceptable to the Spanish Government.
