Replies to Questionnaire Coming in Weli (Received 30, 11.30 a.m.) LONDON, July 29. The Powers' replies to the British questionnaire regarding the Spanish non-intervention proposals, are coming in well. It is nnderstood that Italy and Germany will accept the proposals, except the suggestion that belligerent rights be not granted until volunteers are substantially withdrawn. The Russian reply accepts the majority of the proposals, but insists on withdrawal of Moroccan troops, and opposes for the present the granting of belligerent rights.
