WAR FURNACE FED
How Dictators Regard Human Beings (Beceived 2, 8.45 a.m.) WASHINGTON, June 1. Senator Borah asserted that the German bombardment of Almeria amounted to an act of war and he demanded that the United States apply the recent nontrality law to all participants. The Spanish Embassy announced its intention of asking the United States to express its attitude in regard to the bombardment. In the meantime there iis no indication of any change in the American Government 's policy of non-interven-tion. The Seeretary of Stato, Mr Cordell Hull, refused to comment on Senator Borah 's atatement. Mr Hull said: "With dictatorships war is always an immediate possibility. Dictators xegard people as so much fuel to feed the war furnace. It is our duty to hold completely aloof. " He indieated tliat no request had been made to the United States to apply an arms embargo on Germany.
