The Times' Paris corxespondent says official circles Indicate that France will refrain from action until the facts and implications under the international law are established. Meanwhile, it is intended to act in the closest association with Britain. Sir Eric Phipps, British Ambassador, has already consulted M. Blum, who has eonferfed with the Bussian an.l Spanish Ambassadors. It is 'generally felt that, even if the Spanish aircrat't wera. at fault, the shelling of Almeria was an inexcusably savage reprisal.The Daily Mail says the British and Frouch Governments are actively commuaicating by telephone to avert further developments and are co-operating in an attempt to obtain an undertak ing from the Spanish Government that there will be no repetition of the bombing of warships. Mr Anthony Eden sent a message to the Valencia Government emphasising that international peace might be gravely strained in the event of a recurrence. His message followed an hour's interview with Herr von Bibboutrop, who said Germany did not intend to continue the reprisals. Mr Eden said he hoped he would be able to obtain a guarantee regarding a non-recurrence which would satisfy Italy and Germany, enabling the maintfenance of the Non-lntervention Committee.
