The report shows that the proportion of the population of school-going age is 12 per cent,, yet the percentage ixnflpr instruction is only flve per cent., representing only enrolments. The report, instaneing wastage, f»ayp that out of 5,381,385 boys and girls Who entered class one in 1931-1932 only 1,206,958 remained to reach class four and attadn litpracy in 1934-1935
