(Eepexved 18, 1,0 p.m.) MOSCOW, May 17, Measures,, unprecedented in peacetime, have been decreed to combat espionage and place Soviet }ife under military domination, The country has been ddvided into military diatrictg under Army Councils appointed by the Kremlin with supreme authority to tnanage military affairs, mobilise the population, gupervxse railways and other means pf comniunicatipns, and supervdse industrial eonstruction, These Councils will ako control edueational bodies c.oncerned with war preparations, volunteqr units and aerial defence. It is explained that the deeree is due to subversjve activities by Trotsky supporters and extensive Gferman and Japanese espionage.
