Italy Offers Loans to Parents BOME," April 16. Cabinet has adopted a. series of measures designed to increase the birthrate. The most important provides that a loan ranging from £11 to £33 shali be available to couples under 26 yeaTS ; of age who wish to marry. Bepayment will begin a year after the wedding, ; but if a child is born in the meantime the total debt will be reduced by 10 per eent., with successive reduetions of 16 per cent. for each baby. The loan wilbe wiped out if ten babies are born in ten years. Other measures include tax xemissions | and salary increases for fathers of large ;■ f amilies. ^
