(jReceived 15, 8.45 a.m.) ROME March 14. It is officially announced that the Note to Britain regarding Locarno will not be published. The official spokesman° however, intimated Italy' s readiness to negotjate a new Western Pact in which the participants assumed definite and quickly applicable obligations, but jt is important that the changed circumstances be considered.
