Reservations Concerning New Western Fact FRONTIER GUARANTEE

(Received 15, 8.45 a.m.) LONDON, March 14. The Italian and German replies concerning the proposed Western Pact, drawn up in consxiltation, are understood to make reservations concerning the Franco-Soviet Pact and its alleged incompatibility with Locarno. Cabinet will probably coxxsider the replies on March 17. According to the Morning Post's Rome correspondent the Italian reply analyses the various factors which have come into play since the date of the original Locarno, ixxcluding the Fi'ancoSoviet Pact, Belgium's declaration of neutrality and the alleged ErancoBritish military understanding. It argues that these must be discussed with a view to their elimination before any new Locarno can be created. The gist of the German reply, Bays the Morning Post's diplomatic correspondent, is that a new Western Pact is only possible if all the signatories are free of oommitments ; in other words, it would be jncompatible with the Franco-Soviet Pact and FranceTs alliances with Poland and Czecboslovakia. According to some reports the German reply includes a proposal for a guarantee of the French-German frontier by Britain and Italy.
