Waipawa County Has Complete . Control

WAIPUKURAU, March 8. "I want to make it perfectly clear ,that the Waipawa County Couueil has •absolute control of the Argyll Water Eace, and that no oue has any right to make any alterationa whatsoever to the main race without permission of the council," said Mr. N. M. Paulsen, chairman of the Waipawa County Council, at the meeting of the conncil this morning. This statement was made by Mr. Paulsen during the discussion of a letter from Mr. L May asking the' council to authorise the replacement of a water ram in the Argyll rater race which he, Mr. May, had made without knowiug that permission had first to be obtained. The engineer explained that ihe previous owner of the property before Mr. May had had two windmills and a ram working from the race, and Mr. May had replaced these by a ram. The chairman said that the council was unabie to say whether the previous occupier had beeu grauted permission to take water from- the raso or not. Under the circumstances he thought the council should grant Mr. May permission to go on using the appliauces, s\ibject to the by-laws under which the council could cut olf the supply at any time if it found it desirable to do so. Permission was granted to Alr. May. The water supply by-laws ahow that any person commiting this offence is liable to iine not exceeding £20 and an additional fine of £10 a day for the period during which such appliances were in use.
