Russia May Take Part off Spain WRANGLING FIRST (Reeeived 13, 8.4& a.m.) LONDON, Feb. 12. The German Ambassador, Herr von Eibbentrop attended the meeting of the sub-committee of the Non-Interven-tion Committee. The News-Chronicle says that the committee, after wrangling in the morning, conceded the principle of Russia 's rigiit to participate in patrolling, under proposed naval supervision. Portugal claimed a similar right, resulting in a sub-committee being appointed to consider a plan on the basis of six powers participating.
