AUCKLAND, Jan. 1», The tenfch annual meeting of the Royal Australasian College of Surgeons was opened in the Town Hall to-night by the Governor-General in the presence of a large assemblage. Welcoming the delegates, His Ex cellency expressed the opinion that, none but the .most highly qualified should be permitted to practice surgery. eryone, rich or poor, who had to face ftti operation had th© right to know that it woiild be carried out by bighly qualified and trained surgeons. The Mayor (Mr. Ernest Davis) also cordially welcomed the delegates to tha city. "Oue of the main functions of this and other Colleges of Surgeons is to 1 mahe available to all people, both rich and poor, surgical service thats is of a high standard, efficient, progressive and ethical," said Sir Louis Barnett, when delivering hi8 presidential atldress. "In the domains of both medicine and surgery the progress of late yearo has been phenomenai — more so in medecine than in surgery, I think," said Sir Louis. ' "For the public welfare, it is now necessary to organise the service of speciaiists, who will work m co-opera-tion as units of a team and who mu-st even keep in mind that a unit formed by general practitioners must' be given pride of plac© as the most lmportant factor, in the preservation of public health," he added.
