FRIENDLY RELATIONS RESUMED.
t Per Press Association.—Copyriyht.) Vienna, August 22. The difficulty between Austria and Bulgaria which arose through M. Stoiloff, the Bulgarian Premier, refusing to withdraw an incrimation that Count Goluchewsk had insisted upon the recent prosecution of Major Bortchoft out of enmity to Bulgaria has been overcome. M. Stoiloff has now tendered an apology, which has been accepted by Austria.
