A PENAL COLONY.
A SPANISH PROPOSAL. (Pe r Press Association.— Copyriyht.) Madrid, August 22, Spain has put forward a proposal for the establishment of an international penal colony where dangerous Anarchists may be retained for life. England and France have not replied to the overtures of the Spanish Government on the matter. The other Powers have expressed themsel\ •es favorable to the scheme.
