RUSSIAN OPINION

St. Petersburg, August 16
The Russian newspapers, commenting on the English jubilee celebrations and the prominence given to the question of federating the British Empire in connection therewith, state that Imperial Federation would mean a menace to Europe and make Britain a universal pirate. A British Customs Union, thay contend, would represent au enormous political and economic force with which everybody must count. Russia and Germany, they urge, must create a powerful counterpoise to Greater Britain.
