THE PANAMA FRAUDS.

The Committee appointed by the Chamber of Deputies to inquire into the Panama Canal frauds has abandoned the proposed visit to Dr Cornelius Herz, at Bournemouth, with a view to obtaining his account of the concession for cutting the canal. The abandonment is owing to Herz having requested a postponement until he has arranged necessary documents in consequence of his claiming i' 1,000,000 from the French Government for his arrest and conviction in connection with the Panama Lottery Loan Act in 1898.
