In the House of Lords the Workmen's Compensation Bill was read a second time after a strong appeal bv Lord Salisbury to pass this life-saving measure. St. Petek-suvhu, July 20. M. Nelidoff, Russian Ambassador at Constantinople, has been transferred to Rome as Ambassador. M. ZinovieiY, Envoy Extraordinary and Minister Plenipotentiary at Stockholm, succeeds M. Nelidoff. Rome, July 21. Signor Crispi, the late Premier, is re-visiting Sicily. In the course of a speech he complained that Italy was already yielding in order to avoid exciting indignation. If this policy was continued she would soon forfeit her position as a Great Power.
