In the House of Commons the Hon. A. J. Balfour stated that a commission would be appointed to inquire into the financial relations of England, Ireland, and Scotland. It would be instructed to examine the whole State expendi' ture of the three kingdoms and report on the amounts common to each; how Irish local services were defrayed by the State compared to England and Scotland ; and whether in regard to present taxation and existing exemptions Ireland wa.s entitled to further abatements.

In the House of Lords the Duke of Devonshire, Lord President of the Council, disavowed the criticisms on his speech describing the general principles relating to colonial defence. He said his assertion that the Admiralty was responsible for the protection of British territory against organised invasion, leaving the colonies to repel the attacks of cruisers, small squadrons, and battleships, contained no new principle.
