TRADE WITH CHINA.
CHINA'S PROPOSALS FOR THE FUTURE. London, August 22. Lord Salisbury declares that China's claim for a double foreign duty generally meets with a favorable reception in Hong Kong, where the commercial men are quite prepared to accept an increased imposition provided that *' Lilkin,'' or the inland tax on foreign goods, is not exacted. Li Hung Chang, referring to the above, says that China is quite willing to open the whole of her seaboard to trade, but will not consent to the removal of " Lilkin.'* He considers it probable, in the event of a concession of increased duties, that China will borrow £00,000,000 sterling for the purposes of constructing railways and increasing her fleet.
