Guatemala’s Demand for Honduras

LONDON, Nov. 23

The Guatemalan Government had rejected the British Note offering to submit the dispute over British Honduras to the international Court of Justice on a purely legal Dasis. The Guatemalan Note offered the British three courses: —

(1) To submit the case to the international Court on “a basis of fairness and equity.” (2) To accept the mediation of the United States, which Britain has already rejected. (3) To submit an entirely new proposal, which Guatemala would consider carefully. A Government spokesman explained that Guatemala objected to deciding the case on purely juridical grounds, contending that many other historic, moral, geographic, and economic elements entered into it.
