ZONE POLICY CHANGES
(Reuter Correspondent, Berlin) Important changes in Soviet zone policy including conversion of the Zonal Economic Commission into an elective nody, special concessions lor “bourgeois specialists” and a still more effective purge of the Communist dominated Socialist Unity Party have been foreshadowed in a leading article in the omcial Soviet ’l'aegliche Kunuschau. Political circles in Berlin believe that the proposal to reorganise the Soviet zone “German Economic Commission” on an electivebasis may be the first step towards grooming that body to take over the iunction of government for the Soviet zone when a separate government tor Western Germany, now being hammered out at Bonn, is finally proclaimed. . At present the Economic Commission is an ad hoc body, appointed by the Soviet military administration, fl already enjoys many government functions, including control over currency issue and economic planning, and its powers have been consiaeraoiy increased in the past few months. The leading article in the Taegliche Rundschau is the first implication that iiiai negotiations are already going on oeiween the Soviet military administration and “representatives of the German democratic public’ tor a broadening of the basis on which the Economic Commission is founded. Special concessions for “bourgeois specialists” were forecast in a paragraph of the article which, warned communist activists to treat such people with kid gloves. “Bourgeois experts must be treated with the utmost care, since they are people with special ‘knowledge at the moment. I'ne straitened material position in the zone does not make it possible tor all the experts to be so wen pioviuv.. lor that they can work for the good of society without, suffering under material difficulties but this position is transitory, and the democratic otficials in the Soviet zone will tind ways and means of improving the position of the experts in the near future. At the same time the _ laegliche Rundschau urged a tightening up ol the purge of the Communist controlled Socialist Unity Party. While urging that “foreign agents and criminals” should be removed from the Socialist Unity Party, the official Soviet organ warned those responsible for the party purge not to go too lai and expel useful members irom m party just because they were not veteran Communists.
