The appeal also charged the Soviet fishing boats in Japanese waters. It ships with having fired on Japanese admitted that Japanese ships in the past sometimes accidentally crossed the demaracation line in heavy fogs, but recently had exercised greater care, whereupon Soviet ships had advanced into Japanese water, fired shots and detained ships and their crews.
