NEW YORK, April 13.

The Secretary-General of the United Nations (Mj? Trygve Lie to-day spokti at a. memorial service marking lhe third anniversary of Mr Roosevelt’s death. Mr Lie praised Mr Roosevelt as principal founder of the United Nations.

He charged the Big Five with not using the United Nations as it should be used and urged them “to try to settle their differences instead of merely threatening one another.” He deplored talk that the organisation was dying. “On the contrary, it is very much alive. It is doing very well indeed, except when one or other of the Big Powers fails to use it as' it should be used or fails co live up to the terms of the Charter. That is the trouble—the boycott, rhe by-pass, the back-down —are no way to make the United Nations stronger or the way to serve the cause of peace. For many months there has been no serious attempt by any of the Big Fve to negotiate major differences over the peace treaties. Such efforts should be continuous. They should never stop.”
