London, Dec. 16. A tremendous explosion took .place at a wharf at the mouth of the Weser, by which seventy people were killed, and one hundred wounded. The perpetrator has confessed that it was a plot to sink ' the steamer Moselle for the sake of getin the insurance. The Northern Powers have agreed to certain reforms in Turkey, but in the meantime the Sultan has taken the initiative, and proclaimed the legal equality of his subjects. ■ ; Parliament will re-assemble on the Bth of February. London, Dec. 18. The Australian mail, via San Francisco, was delivered on the 12 th December. The mail via Brindisi has also arrived.
