WEST INDIES.
The Havanna Deario publishes an account of a battle at Guantaurrno, in which the rebels were defeated with 60 killed and 200 wounded. The loss of the troops is not stated. General Dulce goes to Cuba, fully authorised to modify duties and govern the Island on a liberal basis. The granting of a definite constitution is reserved for the decision of the Cortes, but the new Captain-General is authorised to issue a general amnesty to all insurgents j upon laying down their arms. The Prussian and French war steamers have arrived at Havanna. The insurgent account states that recent encounters in the Central District were not decisive. The troops have suffered fearfully. Count Balmaseo Reievites demands reinforcements. A rising has taken place in Santo Espirita, and Villa Clara and Trinidad are prepared to rise. The insurrection is within 150 miles of Havanna. The British Consul has notified to the British subjects that they should make immediate registration. Arrests of political offenders have been made in Havanna and the interior. The steamer Espana arrived with the first reinforcements from Spain. Two steam transports, with 2000 troops, are expected at Havanna. ..„■■ . GENERAL NEWS. The Hungarian Parliament closed its session on the 9th. Baron Charles Von Becke is appointed Ambassador from Austria to the Sublime Porte. Francis Joseph and Count Vonßismark have made speeches expressing confidence in the maintenance of peace in Europe. The Sultan sent an ultimatum to the Government at Athens, requiring an answer in five days. The Governments of France and England sustain the demand. The Greek Government still withstand the representations of the great powers in the matter of the ultimatum of the Sublime Porte, and the Turkish Ambassador at Athens is preparing to depart. Hopes are entertained in Paris that a collision may be avoided. The Turkish Government are making every preparation for hostilities, and the troops have been concentrated on the frontiers of Thessaly. The King of Denmark and the Prince of Wales have written a joint note to the King of Greece, urging him to concede the demands of the Sublime Porte. The Turkish ultimatum demands that Greece shall disband volunteer corps, and forbid Grecian officials participating in Cretan insurrection, and permit families of Cretan insurgents to return to Crete. Greece looks upon these demands as offensive, and has rejected the ultimatum, A frigate has gone to Constantinople to bring away the Grecian envoy. The representatives of France and England at Vienna have been instructed to represent to the Austrian (government the dangers that may result to the peace of Europe from its attitude in the Eastern question. The recall of the Austrian Ambassador at Constantinople has been the result of representations.
