MELBOURNE, November 20.
The “ Argus” to-day, in an article referring to the report that Sir Win. Jervois will succeed Sir Arthur Gordon, strongly urges the expediency of appointing Sir Wm. Jervois to Victoria instead of Now Zealand. The Associated Banks have fixed the rate of discount as follows for bills at three months, 7 per cent. ; at four months, 8 per cent; above' four months, 9 per cent.; interest on deposits for twelve months, 5i per cent.

It has transpired that his Excellency the Governor has granted Sir Henry Parkes an unconditional dissolution of Parliament. Received November 20th, noon. SYDNEY, November 20.
Sailed, on the- evening- of the 18th, the oteamship Wakatipu, for Wellington. Arrived, last evening, the steamship Wairarapa, from Auckland.
BRISBANE, November 20.
A serious anti-Coolie riot has occurred at Buddaberg. The ringleader of the disturbance has, however, been arrested, and the Natives (Cingalese) have since gone to work.
