[" Ash ” Specials.] LONDON, June 15. A pro’fonnd sensation has been caused in diplomatic circles throughout Europe by the statement made by the Imperial Chancellor in the German Reichstag. Bismarck took occasion to avow his conviction that matters were rapidly ripening for a crisis, and predicted a general upheaval throughout Europe
at an early date. The opposition to the erection of a bridge over the Forth has at length been overcome.
The Czarina of Russia has given birth to a daughter. A disastrous waterspout is reported from Voreetz. A vessel was submerged, and fortyfour of the crew and passengers ware drowned.
Agitation forgrantinglooal autonomy to the various nationalities included in the Russian Empire, is assuming a definite shape. It is proposed thatsevoral autonomous states, whilst independent as to local legislation, should form part of an Imperial confederation. Rumors which had gained currency at the
time of Errington’s visit to Romo respecting the intention of the British Government, to establish diplomatic relations with the Holy 800 havo again been revived. It is now confidontly stated that Mr Gladstone proposes to accredit a permanent representative to the Papal Court.
The proposals of Prince Bismarck for constituting a Government monopoly for the sale of tobacco, which had been approved by the Federal Council, havo been rejected in the Reichstag by an overwhelming majority. Professor Mommsen, the celebrated German historian, who was charged with having libelled Bismarck, has been tried for the offence and discharged. Excavations necessary for the construction of the canal through the Isthmus of Panama have been commenced. A disastrous fire has just occurred in Montreal . Property to the value of 1,000,000 dols. was destroyed before the flames could be extinguished.
Victor Hugo, the distinguished French
•rritor and pact, has issued a characteristic manifesto on behalf of the persecuted Russian Jews. Ho strongly denounces the criminal apathy, if not the complicity, of tho Russian Government with respect to the outrages. Intelligence has been received of a disaster having occurred on the coast of Newfoundland. A French fishing boat collided with an iceberg off St. John’s, and sank immediately. Those on board, to the number ef seventeen, were drowned.
