DRAINAGE BOARD.

MOHDAY, MaBCK 13,

The usual fortnightly meeting of the Board was held at 2.30 p.m. Present—Messrs Harper (ohairman), W. White, jun , S. Manning, F. Jones, W. Vincent, J. E. Parker, A. Ashworth, IT. Huhbard, and Dr. Doyle. The following is in continuation of our report ef yesterday : Mr Erase waited on the Board with reference to a claim made by him for damage of his section at Papanui, alleged to have been committed by the former Board bringing down the water from the land higher up. A valuation had been made, and he had been promised to have justice done to him, but nothing bad been done. The former Board promised that the water should be taken away from them, but nothing had been done, and he now wanted to know why this was go. The Ohairman said that the matter had been referred to the finance committee. If there was money enough the widening of the drains and erection of bridges would be carried out.

Mr Eruse pointed out that he did not require the Board to take away the water belonging to him, but that which had been brought upon him by the action of the Board.

Mr White said, eo far as he understood from the discussion at the finance committee meeting the other night, they were opposed to this work being done. After some farther discussion, Mr Krme was requested to forward a statement of hie claim in writing. The following correspondence was read : From the Oity Council, stating that they would undertake the collection of the drainage rate at 4 per cent, if it was struck so as to be collected with the ordinary city rates. From the Sydenham Oouacil, making the offer to collect at 6 per cent., on certain conditions, and letters from the Spreydcn and Heathoote Road Boards and tit. Albans Borough Council, accepting the terms offered by the Board. From the Oity Council, stating that the Council would do its best to give effect to the proposal. From the City Surveyor, with reference to complaints made as to the Btate in whioh the streets are left by the contractors of the Board. From Mr F. W. laitt, with reference to the line of drainage asked for by the Board on the boundary of his seotion, requesting the Beard not to press for the easement required. From the East Ohristchurch sohool committee, asking that the swimming bath might be connected with the sewer, either in Gloucester or Armagh streets. Mr Harris wrote, asking that his drain be deepened. Mr Bucket, of Bingsland, wrote asking for a license to oonr.ect closets with the main sewer. Mr Hitchingß wrote asking for a license to put in house connections to the main drains. From Mr M'Fadden, calling attention to a drain near the Canal Reserve, asking for a larger pipe, and that the drain be deepened. From Messrs Harman and Stevens, asking that they might fill np the portion of Jackson's Creek on the section of Mr Lancaster, as it formed a lake on the property: A letter was read from the Temperance Hotel Company, asking the Drainage Board to lay 88ft. of sewage pipe in Bedford Bow, to enable them to connect their house drainage therewith. From Mr O. N. Bell, stating that he had reoeived a telegram from the Secretary of Publio Works, asking him if he was prepared to receive an offer from the Tasrnani&n Government to go to Tasmania for the purpose of reporting on harbor improvements, and asking for leave of absence for two months, to enable him to prooeed thither. All the important works had now been brought to a conclusion, and Mr Bell pointed out that he had not been absent from the works for two years. The correspondence was dealt with as follows:—The offers for collection of drainage rates were accepted, with the exception of Sydenham, which was referred back to them for reconsideration as to the conditions sought to be imposed regarding printing, and court oosts. With respect to the Oily Surveyor's letter, the Engineer said the contractors were doing what ther could to get the streets in good order. Mr Vincent pointed out that the contractors left the ctreets in a very bad state, leaving a great deal of soil and loose dust, carting away metal. Dr. Doyle said that the contractors seeded to think the publio had no right in the streets, as they scattered barrels, Irs. about most reoklessly. It was deoided to instruct the engineer to see that the inspector of the works insisted on the contractors leaving the streets in good order. Mr Cuthbart, the assistant-engineer, said that the contractor was now carrying out the work well, and that care would be taken to see that the roads were properly cleaned up. With respect to Mr Isitt's letter, the Board deoided t j insist upon the oaßement being exeouted. As regarded the letter of the East Ohristchurch Sohool committee it was referred to the engineer to report upon. The same course was adopted with reference to Mr Harris's letter. The applications of Mr Bucket and Mr Hitchings were referred to the engineer to report upon. Mr McFadden's letter wis referred to the engineer to report. With respect to the letter of Messrs Harman and Stevens the Board decided that the question of granting the permission required to fill up the creek be referred to the engineer to report. The request of the Temperance Hotel Company was declined. Mr Bill's application was considered bj the Board, and, after some disoussion, postponed for a period. Mr W. F. Warner, of the Commercial Hotel, waited on the Board with reference to the sewer stopping near the Cathedral within five chains of the hotel. He would like to have the drainage pipes laid, so that he could take advantage of the system. Any proportion of the cost he might be called upon to pay he should be pleased to do. The Chairman stated that the matter would be taken into consideration at a later stage of the day. Mr Gordon laid on the table sixteen applications for connection of closets with the sewers. After same discussion, it was resolved to postpone the consideration of the whole question of connection of water-clooets with the sewers until next meetiag. The report of the finance committee on the whole question of the finance of the Beard was brought up and discussed, the Board resolving that a free discussion should take place. The report proposed to allocate the sum of £2BO on the Sydenham rural district for certain works proposed to be carried out, against which Mr White protested. Mr Jones proposed—" That one-quarter cf the amount be allocated to rural Sydenham, and three-quarters to the sewage district." After some further discussion, M- Jones withdrew his motion in favor of an amendment by Mr Vincent that the item b.; struck out, which was agreed to. The next item discussed was £OO for clearing the River He&thcote, in which Mr Ashworth objected to the allocation of £44 101 to Spreydon rural district. After a contiderabio disoussion it was resolved—" That the allocation of £9O be amended, so that £ls of the cost of clearing the river be put on tbo rural Riooarton district and taken off Spreydon." The estimates as reported by the ccmmiiteo were then adopted.
