[Br Telegbaph.J [Per i.e. To Anau, at the Bluff.] ["ABar/a" Specials.] LONDON, February 28. Among other indication* of impending war in Europe, is the fact that Austria is rapidly s .rengthening her garrisons on the Eastern frontier. At a meeting of the Oabinot to-day it was decided not to allow the Hon. Mr Forster, Obief Secretary of Ireland, to give evidence before the Ssloot Oommittee appointed by the Home of Lord*, to enquire into the worHcg of the Irish Land Aot. In oonsequence of the difficulty which has arisen between the Government and the House of Lords, Mr Glads'one has expressed a duaire for the Hou«d of Commons to pass a vote of confidence in the Minittry.

The existing state of affairs in Egypt causes considerable anxiety. Warlike preparations are being mado by the Nationalist party, and in addition to tho works already undertaken, they are reported to contemplate the fortification of the entrances ot the Suez Canal. Disastrous floods have occurred in the Uiiitod States. AloDg the Mississippi Valley the liver bocame greatly swollen by snow and melted ice from the Upper Mississippi, and bursting its embankments on the inundated the low-lying land of tho Mississippi Valley. Upwards of 12,000 persons have been rendered destitute by the floods. Further fighting has taken place in Herzsgovina between the Austrian troops and the insurgents. The latter were the regular troops being defeated with consider able lots.

Lord Houghton, who has beon suffering from serious illness, is now recovering. Another Ministerial orisia is imminent in Egypt. The army is dissatisfied with existing arrangements and the Arabs arc making warlike preparations. A woman named Furneaux, who was arrested in Birmingham last month, has been brought up charged with having obtained £20,000 fraudulently by impersonating Lord Clinton and by forgery. Lord Coleridge was examined as witness, and he stated that all letters purporting to have been written by bim are forgeries. The prisoner has been oommitted for trial. Nine hundred Eton boys waited upon her Majesty at Windsor Castle to-day and presented her with as address of congratulation upon her reoent escape fiom assassination. Tho Quoen graciously reoeived the boys, and personally thanked two of their number, who were instrumental in securing MoLsan, and who severely pummelled him after he had fired his revolver. In Ireland a sohome has been started whioh has for its object the payment of those Irish Home Bule members who support Parnell and his programme iu the House of Commons. It has been suggested that these members shall receive J 6300 a year from the fund to be raised by a rate isvied upen the eleotors, and from £20,000 which the Irish National L ind League offer to appropriate for the purpose.
