The probabilities of war between Russia and Austria have been the subject of anxious comment on the Continent during the last few weeks. A series of bitter attacks upon Austria have appeared in the Russian press, with the apparent sanction of the Government, and there have also been indications of preparations for war. In order to show that the Austro German alliance is still firmly maintained, Bismarck has addressed a communication to the Russian Government informing them that the German Ambassador will be recalled unless measures be taken to stop the unceasing attacks upon Austria in the press. Threats of assassination are unceasingly directed against Mr Forster. During the past year he has received no less than 400 threats. In some instances precautions are taken for his safety, but in the majority of oases the communications are treated with contempt. Much alarm was occasioned in Russia by the spread of rinderpest, which caused groat destruction of cattle. The plague was specially fatal in St. Petersburg. The Order of the Garter was conferred upon Albert 1., King of Saxony. Messrs Bull and Wilson, a large London firm of woollen merchants, having business relations with the Australian colonies, call a meeting of their creditors. Their liabilities are £124,000. The Turcomans made a raid into Afghanistan, in the vicinity of Herat. They were attacked by the Afghans, but repulsed their assailants end captured 600, whom they carried off into captivity. Baron Worms, the Conservative member for Greenwich, has given notice deprecating the announcement by Mr Forster that the Government would oppose any amendment of the Coercion Aot, Public attention is still directed to the critical condition of affairs in Egypt. The Emperor of Austria has lost 35,000,000 francs by the failure of the Union Generale, a financial institution which recently collapsed in Prance. The insurrection which has existed in Yemen, a principal division of Arabia, has resulted in the insurgents proclaiming a now Caliph. Mr Gladstone has given notice of his intention to move next Monday (February 13th), a series of rules for preventing obstruction and bringing debates to a close. If these are adopted, debates may be stopped on it being intimated by the Speaker or the Chairman of Committees that there is a majority of over 200 members in favor of that course. If the minority against the dosing of the debate is found to be less than forty, the debate can be summarily stopped. Two Standing Committees, each of sixty members, are to be appointed. One of these committees will devote itself to the consideration of Bills relating to law and justice and the other to measures affecting trade, shipping, and manufactures. The adjournment ot tho House cannot be moved during question time, and no division can be taken upon a motion of adjournment unless twenty members rise to support the motion. No amendment is to be moved going into Committee of Supply on Mondays, except it relate to a particular estimate to be discussed. A plot has been discovered to assassinate the Czar of Bussia, a quantity of dynamite having been mixed with tho wood used as fuel in the Imperial Palace. Sir George William Wilshire Bramwell, Judge of the Intermediate Court of Appeal, has been raised to the Peerage. The letter containing explosive matter, which was sent to Mr W. E. Forster, Chief Secretary for Ireland, has been examined. It was found to contain a quantity of iodide of nitrogen, a very dangerous explosive. The shipment of frozen meat from Sydney by the Orient Company’s steamer Cuzco is not selling well in the London market, the price having fallen to 5d per lb. The cargo was very badly packed, the shape of a number of the carcasses having been spelled. It has also been found that the boll )in portion of the cargo consisted of the carcases of old ewes. Scotch mutton is now selling in London at lOd per lb. Through the mediation ot Prince Nikiti, the ruler of Montenegro, the Austrian authorities have consented to a twenty days’ armistice with the provinces of Dalmatia, Bosnia and Herzegovina, which are now in revolt. Latest advices announce that the insurrection is spreading rapidly.
