SYDENHAM BOROUGH COUNCIL.
The usual fortnightly meeting of the above was held last night at the offices of the Oounoil. Present —His Worship the Mayor, Councillors White, Langdown, Pavitt, Hall, Forrester, Andrew, and Nicholls. After the usual formalities, Mr J. T. Brown also took his seat. The Mayor offered a few words of welcome to him, to which he responded in suitable terms j he felt it a pleasure to do what he might for the good of the borough. Letters were read :—From R. W. England, forwarding a plan for concrete channelling, and stating that work done according to this system would cost very much less than if done as was the custom in Christchurch, The writer offered the plan to the ratepayers free of cost. On the motion of Mr Hall, seconded by Mr Brown, it was resolved to thank Mr England for his suggestions. The letter was referred to the works committee. From P. Paterson, complaining of a nuisance caused by stagnant water opppsite his premises in Fourth street, and offering, if concrete channelling were put down, to pay part of the cost. The letter was referred to the works committee. From the Returning Officer, notifying that J. T. Brown had been elected to fill the vacancy caused by the elevation of J. Joyce, Esq., to the Mayoralty. The letter was read and acted on, as before mentioned. The report of the works committee was read as follows :—“ 1. Your committee beg to report that they have instructed the town clerk to examine and report upon the means of egress from the buildings which are let for public meetings, Ac., within the borough. 2. We have not yet received sny applications for concrete channelling to be done in the manner propounded by the Council, and would be glad to receive applications from localities where the channelling is required as early as possible. 3. We propose to ask the Heathoote Road Board if they formed and metalled Humboldt street some years ago.” The report was received and adopted. The sanitary committee recommended that a slaughterhouse license be granted to Mr Bull. They reported that complaints having been made of a nuisance caused by the boiling down of fat at Mr King’s factory in Selwyn street, and of sump cleanings being deposited on Mr Brightling’s property, Wilson’s road, they communicated with the Board of Health as to both matters. The finance committee reported the receipts of tho past fortnight to have been £3BO Is 4d, the expenditure £ll6 10s Id, and the balance at the Bank was now —Or. £641 16s 6d. They recommended the remission of rates in certain specified cases on account of the poverty of the persons assessed. Some discussion took place as to the payment of a sum to the
assessor on account of valuation ; it was decided not to make the payment. The report was then adopted. Cr, Brown was elected a member of the finance committee, and to be chairman of the same.
Mr Hall moved—" That in the event of Messrs Joubert and Twopeny’s International Exhibition being held in the Show Grounds, this Council will, by the permission of his Worship the Mayor, and under section 58 of the Municipal Corporations Act, 1876, grant £SO towards the rent to be paid to the A. and P. Association, upon a like sum being subscribed by the ratepayers on Colombo road.” He said he believed that the negotiations of the projectors for the occupation of Oranmer Square would fall through, or at any rate there was a probability of it. He commented on the benefit that would accrue to Sydenham if the Exhibition were held on the Show Grounds. Ho thought the proposa to devote money whioh otherwise might be paid to the Mayor as salary, as a subsidy to the projectors. Was perfectly legitimate. Having heard his Worship say that he would not accept a salary, ho of course would not be in opposition, and the speaker was certain there would be none from the ratepayers. Or. Brown briefly seconded the motion. The Mayor eaid the motion expressed rather a novel idea, but it would have his support, and if agreed to would be a step in the right direction. Several Councillors having spoken approvingly. Or. White would ask whether it was competent to bring on the motion without notice. Ho would say at once he should oppose it. It was an endeavour to allocate money in an illegal manner, to whioh he could not possibly agree. He quite understood the importance of the Exhibition being held in Sydenham, and would willingly subscribe £5 himself towards the object desired by Or. Hall, but he would, on principle, oppose the motion as it now stood. The Mayor ruled that the motion could not be put without the usual notice, and the mover giving notice of his intention to move the game at the next meeting of the Council, the matter dropped. This was all the business, and the Council adjourned.
