An Order-in-Council is issued making it lawful to use any kind of stamps issued by tho Government, except the beer duty stampß, in payment of any fee 3 under the Stamp Fee Act of 1874, or 1880 , and allowing penny postage stamps to be used for stamping receipts under the Stamps Act, 1875.
