KAIAPOI BOROUGH COUNCIL.
Tho fortnightly meeting of this Council waß held on Tuesday evening. Present—Tho Mayor (Mr Blackwell), Crs. Moore, Fraser, Pinching, Woodford, Smith, Parnham, Mathews, and Slanton. —Letters were road : —From the Colonial Secretary, asking for roturns of the Council's indebtedness. Referred to finance committee. —From treasurer, forwarding voucher for £5 lOj.—From D:. Dudley, Messrs Baker, Stanton, Kidd, and thirty-two other ratepayers, asking tho Council to stop the drainage of nurfaco water from the Middle-island road being diverted into the borough.—From Mr O. O. Bowen, M.H.R., stating thbt he would see to the question of chango of tenuro of the Ferry reserve.—From Collector of Custom?, stating that the question of appointing a Customs officer at Kaiapoi would be considered. From Returning Officer, stating that Crs. Mooro, Woodford, and Pinching had been nominated for re-election. —From the borough surveyor, stating that the bridgo timber had come to hand; that the amount voted for Raven street footpath was insufficient ; pointing out the fact that the low-lying land near Ohoka road was flooded during the rains, but it wag uidorstood arrangements had been made for the drainage to go through Mr Parnham'a land in futuro. Ha alluded to the zeal of tho foreman in I carrying out his duties during tho raica.
Attention was drawn to a oloset over a drair in Peraki street. With tho report *at appended a report on tho drainage of th<? town, which pointed out that the drainage ol Peraki and Jonos streets would bo cxpenßivi from the depth of the channelling required.— Respecting tho R ivon street footpath, the surveyor advised that tho Council should gravel the embankment Trith approaches tc the house. —On the motion of Ors. Woodford seconded by Or Stanton, it was decided to oirry out tho suggestion.—lt wns decided tc givo notice to remove tho nuisance r.oar the drain in Poraki street.—Or. Pinchiug moved a vote of £2 as an honorarium to the foroman, Mr Harper, for tho way in which ho had oarried out his duties during the wet weather. —Or. Parnham seoonded.—Or. Fri'.sor pointed out tho credit balarco wai only about £3, and ho opposed tho motion. —Or. Mooro while rocognising that the foreman did his work well, did not wish to see the principle of bonus:e adopted, though in this caso ho would not oppose the motion.—Or. Pinching having roplipd, the motion wsb agreed to, Oro. Eraser and Stanton dissenting.— Or. Fruser moved, and Or. Woodford seconded —" That the surveyor's report on tho drainage b« roferrod to the drainage committee." —Or. Fruaer, chairman finanoo committoe, reported receipts for the fortnight to be £l4 10a, and the credit balance was £3 12s 3d.—ln reply to Or. Woodford, the Olork said ho intended to collect the rates and costs of filling a tection r.oar the railway as soon as the question of title was arranged.—Accounts amounting to £l9 14s lid were passed for payment.—Or. Smith movod—"That a list of all ratepayers in arrear be brought up at next meeting."— Tho Clerk said ho had instructions from the finance committee to do so already.—Cr. PArnham explained that, though ho was not bound in any way to find drainage for the west side of tho town, ho had agreed with the chairman of tho Eyroton Road Board to provido drainage for a portion of tho rainwater driinago flo deprecato.i tho attempt made by 14 certain resident in that locality in attempting on Saturday last to swamp his crops by turning a body of water into the drain through his proporty.—Cr. Mooro movei—"That the Mayor, Ors. Mooro and htanton, bo a committee to report on the question of tho drainago of tho west part of the town, and tho petition of tho residents as road, and report at next meeting."— Cr. Smith seconded tho motion, contending that tho Bryeton Road Board had no right to bo allowed to drain m:>ro water thun would go through a G n pipe through the borough.— Or. Pinching trusted the committee would be aSlo to cop:) with the ovil.—Or. Stanton said tho drainage hud not been interfered with by him on Saturday through any animosity ; ho did it in defence of his oirn intertsts. Ho maintained that tho Ejreton R;ad Board should not bo allowed to drain off about 300 acres from that district through the town. — Or. Woodford pointed out that, while tho drainage ought to bo aoen to, ho was opposed to the Council taking a supply of the water into the town, as it would flood tho parts sound Akaroa street. Or. Pinching movod, Or. Mathews seconded—" That the railway authorities bi asked to erect a permanent crane at the railway station for loading and unloading largo packages." The movers referred to tho necessity for tho crane as the merchants had experienced groat inconvenience from timo to timo in obtaining large cases from tho railway.—The motion was oarr:'ed.—ln roply to Or. Woodford, tho surveyor said tho bridge keeper had not given notico of intention to resign.—lt wis decided to obtain an estimate of cutting poplars in Beach road. —Or. Pinching moved—" That the foreman be paid sixpence for information against owners for each dog unregistered."— Or. Fraser seconded.—The Mayor opposed the sixpence.—Or. Pinohing said then ho would withdraw ihe "sixpenny touch."—Thc|motion wa3 then carried.—ln reply to Cr. Parnham, the survoyor said ho had directed the foroman to throw sand on the bridge on frosty mornings.—The Council then adjourned.
