TeEUTEE's TELEGEAMS.I MELBOURNE, June 3. The Reform Mill. In the Legislative Assembly last night the Reform Bill was again brought under consideration. After further debate the Bill was passed, the amendments of the Legislative Council being adopted with the exception of the alteration of the franchise qualification. A clause which originated in the Legislative Council, for the abolition of the plural voting, was, moreover, inserted in the Bill, and the latter, as passed by the Assembly, will now bo sent to the Legislative Council for further consideration, and the ultimate fate of the measure is uncertain. Supplies Stopped. The Civil servants have not yet been paid their salaries for the past month, as Mr Berry declines to introduce a Supply Bill. Ho insists that the Reform question shall be settled before the appropriation of funds is authorised.
