[bet/tbb's special telegbams.] [Per s.f. Tararua at the Bluff, j CAPE TOWN, August 31. A considerable deficiency has been discovered in the stamp account at the General Post office. The position of affairs in Basutoland remains much the same. The friendly chief Letsie appears not to have the power or inclination to enforce the Disarmament Act, and the Government are only supporting him by moral force. The Premier has arrived at Nassau, Basutoland, and a " pitso " is about to be held, but it is not considered likely that the rebel ohief Masuplia will attend. Tho Government do not like to make a demonstration in force so long as there is a hope of pacific settlement. There is universal regret in South Africa at the recall of Sir Bartle Frere, who, in reply to a telegram acknowledging an address of sympathy from Natal, says that if his labors resulted in anything tending to render life and property in Natal more secure he would not regret the trials and disappointments attending his efforts. Another new rush is reported to the diamond fields. Claims are now in great demand. The Educational Commissioners have reported in favor of the system of teaching in the Dutch colony schools.
