THE SOUTH BELT.

The committee appointed by the City and Sydenham Councils met yesterday and adopted the proposed Bill dealing with the above question. The Bill, as drafted, is as follows:—1. The title—The Sydenham Borough Council Empowering Act, 1880. 2. Provides that anything contained in the Municipal Corporations Aot, 1876, to the contrary, the Sydenham Borough may expend money on the formation and maintenance of the South belt. 3. Provides that the work shall be done under the supervision of the city surveyor. 4. If Borough neglects to maintain and keep in repair their side of the belt, City Council may do the work and secure cost of same from Sydenham. 5. Gives power to Sydenham to issue verandah licenses to their own ratepayers, and to allow them to make the necessary drains into the side channels. 6. City Council to pay Sydenham such extra cost as will be incurred by lowering the streets leading on to the belt. 7. Provides for settlement in case of dispute by arbitration. 8. Sydenham can make its own by-laws for the construction of verandahs and drains on south side of belt, but such by-laws not to conflict with those of Christchurch. With reference to clause 6it was unanimously carried that the words " or of the South belt be added." The Bill wil now be submitted to both Councils for approval.
